In Memoriam: Rose Tibayan

It is with profound sadness that we announce the passing of Rose Tibayan, wife of Don Villar and former board member of NAAAP-Chicago. Rose passed away peacefully on June 20, 2024, surrounded by her loving family, after a courageous 14-month battle with cancer.

Rose served as the Director of Public Affairs for the City of Chicago’s Department of Budget, Management, and Finance under former Mayor Lori Lightfoot. She was a beloved figure in the NAAAP community, volunteering selflessly from 2008-2010 and again in 2017. Those who had the privilege of knowing Rose remember her for her boundless generosity and kindness. Her presence and leadership brought out the best in our community.

During our time together on the NAAAP board, we were affectionately known as Rose1 and Rose2. Even though I was elected Board President, I always regarded her as #1, as she was the person I aspired to emulate most. Her passing leaves a void that can never be filled. However, I hope to continue her legacy by embodying her kind and generous spirit, ensuring that her impact lives on in our community.

Rose’s memory will forever be cherished, and her contributions to our lives and community will never be forgotten.
